California Office of Statewide Health Planning & Development

Pursuant to Senate Bill (SB) 139 (Chapter 522, Statutes of 2007) the Office of Statewide Health Planning and Development (OSHPD) was directed to establish the California Healthcare Workforce Clearinghouse (Clearinghouse) to serve as the central source of healthcare workforce and educational data in the state. The Clearinghouse shall be responsible for the collection, analysis, and distribution of information on the educational and employment trends for healthcare occupations in the state. OSHPD will retrieve data from the Employment Development Department’s Labor Market Information Division, state health licensing boards, and state higher education entities.

OSHPD's Healthcare Workforce Development Division (HWDD) has initiated the following activities to enhance the design and development of the Clearinghouse:

• A 35-member Advisory Team was created to assist OSHPD in the development of a user-friendly, comprehensive, and functional data warehouse infrastructure. The Advisory Team will help identify potential users of the Clearinghouse and formulate potential workforce and education partnerships to facilitate data collection and distribution activities.
• OSHPD-HWDD facilitated five focus group sessions funded by The California Endowment. Each focus group accommodated 30 - 40 stakeholder participants who identified California’s healthcare workforce and education systemic issues, trends and policy needs. Participants also provided information relating to supply, current and forecasted demand, geographical distribution and diversity of healthcare workers, and the educational capacity to produce trained, certified, and licensed healthcare workers.
